People here say they live in Damascus, the mail still reads Damascus, OR 97089, and the Highway 212 corridor is still the center of town. What changed is who handles the roads and the rules: mostly Clackamas County now, and Happy Valley for the neighborhoods that joined it.

Why the waste leaves the property
Most of Damascus drains to Deep Creek, Noyer Creek and the Clackamas River, and much of the region drinks from the Clackamas. Waste left on a sloped yard doesn't stay put: every heavy rain carries its bacteria, parasites and nitrogen a little further downhill toward that water. Taking it off the property is the only way to be sure it never gets there.
About the law: Damascus is in Clackamas County, so Clackamas County Code Title 5 (Animals) applies, along with Happy Valley's rules in the neighborhoods that joined the city. You have to pick up after your dog in public places, and your own yard isn't regulated. The reason to keep it clean is the water and the dogs, not a ticket.
